Many people talk about Charter Change nowadays. But do you know what Charter change or cha-cha really means?

Charter Change or cha-cha proposes to change the current form of government in the Philippines from presidential into a federal parliamentary form of government. A question may run in your minds, what is the difference between the two forms of government?

In a Presidential Bicameral form of government, the people are the ones who elect  the head of state (the President) and their representatives in the two houses of congress. However, in a Federal Parliamentary form, there is only the parliament. The citizens elect the representatives that would compose the parliament but the people won''t have any participation when it comes to choosing who would be the head of the state or the Prime Minister. The Prime Minister would be elected from the parliament by his fellow parliament members. He would then chose the members of the parliament who would form the cabinet that would now be called ministers instead of secretaries.

Some of our legislators say that they are pushing for a change in our government so that they can amend some of the articles in our constitution, such as the ones regarding the economy. I say that they are just bluffing.  If one would think properly he would come to the conclusion that our legislators are only out to change articles in our constitution that for their own gain, such as extending their tenure in office.

Another reason that some of our legislators use to support Cha-Cha is that if we would have a change in our government, it would be easier to change the head of the state whenever the current head becomes incompetent in his office. I agree with this point because in a parliament, if the head minister becomes incompetent he could be replace without much trouble all it takes is a majority of votes among the statesmen.
